Diagnosing the Kaiser: Psychiatry, Wilhelm II and the Question of German War Guilt

The July 2018 issue of Medical History includes the The William Bynum Prize Essay 2016: “Diagnosing the Kaiser: Psychiatry, Wilhelm II and the Question of German War Guilt,” by David Freis. Abstract:

After his abdication in November 1918, the German emperor Wilhelm II continued to haunt the minds of his people. With the abolition of the lese-majesty laws in the new republic, many topics that were only discussed privately or obliquely before could now be broached openly. One of these topics was the mental state of the exiled Kaiser. Numerous psychiatrists, physicians and laypeople published their diagnoses of Wilhelm in high-circulation newspaper articles, pamphlets, and books shortly after the end of the war. Whether these diagnoses were accurate and whether the Kaiser really was mentally ill became the issue of a heated debate.

This article situates these diagnoses of Wilhelm II in their political context. The authors of these diagnoses – none of whom had met or examined Wilhelm II in person – came from all political camps and they wrote with very different motives in mind. Diagnosing the exiled Kaiser as mentally ill was a kind of exorcism of the Hohenzollern rule, opening the way for either a socialist republic or the hoped-for rule of a new leader. But more importantly, it was a way to discuss and allocate political responsibility and culpability. Psychiatric diagnoses were used to exonerate both the Emperor (for whom the treaty of Versailles provided a tribunal as war criminal) and the German nation. They were also used to blame the Kaiser’s entourage and groups that had allegedly manipulated the weak-willed monarch. Medical concepts became a vehicle for a debate on the key political questions in interwar Germany.

Forensic Psychology in Germany: Witnessing Crime, 1880-1939

A new book from Heather Wolffram on the history of forensic psychology in Germany will be of interest to AHP readers. Forensic Psychology in Germany: Witnessing Crime, 1880-1939 is described as follows:

This book examines the emergence and early development of forensic psychology in Germany from the late nineteenth century until the outbreak of the Second World War, highlighting the field’s interdisciplinary beginnings and contested evolution. Initially envisaged as a psychology of all those involved in criminal proceedings, this new discipline promised to move away from an exclusive focus on the criminal to provide a holistic view of how human fallibility impacted upon criminal justice. As this book argues, however, by the inter-war period, forensic psychology had largely become a psychology of the witness; its focus narrowed by the exigencies of the courtroom. Utilising detailed studies of the 1896 Berchtold trial and the 1930 Frenzel trial, the book asks whether the tensions between psychiatry, psychology, forensic medicine, pedagogy and law over psychological expertise were present in courtroom practice and considers why a clear winner in the “battle for forensic psychology” had yet to emerge by 1939.

The Winter 2018 issue of the Journal of the History of the Behavioral Sciences is now available. “The creation of a postcolonial subject: The Chicago and Ateneo de Manila schools and the Peace Corps in the Philippines, 1960–1970,” by Christa Wirth. Abstract:

In the 1950s and 1960s scholars from the University of Chicago and the Ateneo de Manila created social scientific knowledge that helped establish the Peace Corps as a Cold War institution in the Philippines. Central were the social scientists at the University of Chicago and the Ateneo de Manila University who established a knowable postcolonial subject: “the Filipino,” which resulted from their research on Philippine values. In this context, the Ateneo/Chicago social scientists developed the “SIR,” the “smooth interpersonal relation” model that entails the notion that Filipinos and Filipinas particularly valued this nonconfrontational skill set among people. The SIR model was taught by social science experts to early Peace Corps volunteers as they prepared for their assignments in the Philippines. The article shows how the SIR model could cause distress and confusion as it was applied by Peace Corps volunteers in the Philippines.

“Planes of phenomenological experience: The psychology of deafness as an early example of American Gestalt psychology, 1928–1940,” by Marion A.Schmidt. Abstract:

When, in 1928, the Clarke School for the Deaf in Northampton, Massachusetts, opened a psychological research division, it was nothing unusual in a time fascinated with the sciences of education. Yet with its longstanding ties to Northampton’s Smith College, the school was able to secure the collaboration of eminent Gestalt psychologist Kurt Koffka, who, in turn, engaged 2 more German-speaking emigrants, Margarete Eberhardt and social psychologist Fritz Heider, and Heider’s American wife Grace Moore Heider. This collaboration has seen little attention from historians, who have treated Koffka’s and Heider’s time in Northampton as a transitory phase. I argue, however, that their research on deafness adds to the history of emigration and knowledge transfer between European and American Schools of psychology, and to historical understanding of the interrelation of Gestalt, child, and social psychology. Professionals in child studies and developmental psychology were keenly interested in the holistic and introspective approach Gestalt psychology offered. Deaf children were considered a particularly fascinating research population for exploring the relationship between thought and language, perception and development, Gestalt, and reality. At the Clarke School, Grace Moore Heider was among the first Americans to apply Gestalt principles to child psychology. In a time in which pejorative eugenic beliefs dominated professional perceptions of disability, the Heiders’ groundbreaking work defined the deaf as a social and phenomenological minority. This was in opposition to dominant beliefs in deaf education, yet it points to early roots of a social model of deafness and disability, which historians usually locate in 1960s and ’70s activism.

Nerves and War. Psychological Experiences of Mobilization and Suffering in Germany, 1900-1933

From October 12 to 13, 2017 the Friedrich-Meinecke-Institut at the Free University of Berlin is hosting a conference on “Nerves and War. Psychological Experiences of Mobilization and Suffering in Germany, 1900-1933.” Organized by Gundula Gahlen, Björn Hofmeister, Christoph Nübel, and Deniza Petrova the conference is described as follows:

‘Nerves’ enjoyed a central place in German debates about war at the beginning of the 20th Century. Politicians, scientists, the public, and the military discussed the extent to which a future war would strain the nerves of German society. Concepts of ´strength of nerves´ as well as of ´weakness of nerves´ were increasingly used as combat terms during the First World War.  The massive scale of experiences of psychological injuries and suffering only added to this phenomenon. The social and political administration of the medical treatment of psychological war disabilities presided over post-war discourses of managing the consequences of war. Simultaneously, a new spiritual mobilization for war followed in the Weimar Republic, which, after 1933, ‘synchronized’ almost all aspects of social life in the Third Reich.

Current scholarship has devoted substantial historical research to the treatment and accommodation of psychological war-disabled veterans. This conference focuses on contemporary discourses on nerves in politics, society, science, and the military and aspires to elaborate the interaction as well as their practical consequences of these discourses for the period of 1900 and 1933. At this conference nerves are understood as a code and a construct that are central in negotiating identity. Both, contemporary discourses on nerves as well as individual and collective experiences of psychological mobilization and suffering will be presented and analyzed. The focus of the conference papers is on Germany, but in a wider European context.

New Book: Homo Cinematicus: Science, Motion Pictures, and the Making of Modern Germany

Now available from University of Pennsylvania Press is Andreas Killen’s Homo Cinematicus: Science, Motion Pictures, and the Making of Modern Germany:

In the early decades of the twentieth century, two intertwined changes began to shape the direction of German society. The baptism of the German film industry took place amid post-World War I conditions of political and social breakdown, and the cultural vacuum left by collapsing institutions was partially filled by moving images. At the same time, the emerging human sciences—psychiatry, neurology, sexology, eugenics, industrial psychology, and psychoanalysis—began to play an increasingly significant role in setting the terms for the way Germany analyzed itself and the problems it had inherited from its authoritarian past, the modernizing process, and war. Moreover, in advancing their professional and social goals, these sciences became heavily reliant on motion pictures.

Situated at the intersection of film studies, the history of science and medicine, and the history of modern Germany, Homo Cinematicus connects the rise of cinema as a social institution to an inquiry into the history of knowledge production in the human sciences. Taking its title from a term coined in 1919 by commentator Wilhelm Stapel to identify a new social type that had been created by the emergence of cinema, Killen’s book explores how a new class of experts in these new disciplines converged on the figure of the “homo cinematicus” and made him central to many of that era’s major narratives and social policy initiatives.

Killen traces film’s use by the human sciences as a tool for producing, communicating, and popularizing new kinds of knowledge, as well as the ways that this alliance was challenged by popular films that interrogated the truth claims of both modern science and scientific cinema. In doing so, Homo Cinematicus endeavors to move beyond the divide between scientific and popular film, examining their historical coexistence and coevolution.

“Brainwashing the cybernetic spectator: The Ipcress File, 1960s cinematic spectacle and the sciences of mind,” by Marcia Holmes. Abstract:

This article argues that the mid-1960s saw a dramatic shift in how ‘brainwashing’ was popularly imagined, reflecting Anglo-American developments in the sciences of mind as well as shifts in mass media culture. The 1965 British film The Ipcress File (dir. Sidney J. Furie, starr. Michael Caine) provides a rich case for exploring these interconnections between mind control, mind science and media, as it exemplifies the era’s innovations for depicting ‘brainwashing’ on screen: the film’s protagonist is subjected to flashing lights and electronic music, pulsating to the ‘rhythm of brainwaves’. This article describes the making of The Ipcress File’s brainwashing sequence and shows how its quest for cinematic spectacle drew on developments in cybernetic science, multimedia design and modernist architecture (developments that were also influencing the 1960s psychedelic counter-culture). I argue that often interposed between the disparate endeavours of 1960s mind control, psychological science and media was a vision of the human mind as a ‘cybernetic spectator’: a subject who scrutinizes how media and other demands on her sensory perception can affect consciousness, and seeks to consciously participate in this mental conditioning and guide its effects.

The Hirschfeld Archives: Violence, Death, and Modern Queer Culture

The Hirschfeld Archives: Violence, Death, and Modern Queer Culture by Heike Bauer was recently been published by Temple University Press. As described on the publisher’s website,

Influential sexologist and activist Magnus Hirschfeld founded Berlin’s Institute of Sexual Sciences in 1919 as a home and workplace to study homosexual rights activism and support transgender people. It was destroyed by the Nazis in 1933. This episode in history prompted Heike Bauer to ask, Is violence an intrinsic part of modern queer culture? The Hirschfeld Archives answers this critical question by examining the violence that shaped queer existence in the first part of the twentieth century.

Hirschfeld himself escaped the Nazis, and many of his papers and publications survived. Bauer examines his accounts of same-sex life from published and unpublished writings, as well as books, articles, diaries, films, photographs and other visual materials, to scrutinize how violence—including persecution, death and suicide—shaped the development of homosexual rights and political activism.

The Hirschfeld Archives brings these fragments of queer experience together to reveal many unknown and interesting accounts of LGBTQ life in the early twentieth century, but also to illuminate the fact that homosexual rights politics were haunted from the beginning by racism, colonial brutality, and gender violence.

Canadian Bulletin of the History of Medicine: Degeneration, Eugenics, Psychosis, & Shell Shock

The Spring 2016 issue of the Canadian Bulletin of the History of Medicine/Bulletin canadien d’histoire de la médecine, now under the editorship of Erika Dyck and Kenton Kroker, includes a number of articles that will be of interest to AHP readers. These articles address the concept of degeneration in Quebec, eugenics and the 1917 Ontario Royal Commission on the Care and Control of the Mentally Defective and Feeble-Minded, the notion of “Early Psychosis,” and shell shock as a concern in Oxford during World War One. “Entre médecine, culture et pensée sociopolitique : le concept de dégénérescence au Québec (1860–1925),” by Johanne Collin and David Hughes. The abstract reads,

La présente étude se penche sur les rapports entre la psychiatrie, la culture et la pensée sociopolitique au Québec. Notre approche s’inspire des travaux de Mark Micale sur le concept d’hystérie en France. Dans The Mind of Modernism, Micale démontre l’omniprésence de l’hystérie dans l’imaginaire collectif français au tournant du siècle. Notre objectif est de déterminer si un concept psychiatrique a pu jouer un rôle semblable au Québec à la même période. Nous démontrons que le concept de dégénérescence a pénétré la nosographie officielle, les publications médicales, les revues, la fiction ainsi que les discours sociopolitiques québécois.

In The Mind of Modernism, Mark Micale demonstrates the ubiquity of the concept of hysteria in the French imagination at the turn of the century. Taking this approach as our starting point, our study attempts to determine if the notion of degeneration played a similar role in the interactions of psychiatry, culture and politics in Quebec. Our analysis of a variety of historical sources demonstrates that the concept of degeneration did indeed penetrate aspects of psychiatric nosology, medical literature, news media, fiction, and political discourse in Quebec.

“The emergence of psychiatric semiology during the Age of Revolution: evolving concepts of ‘normal’ and ‘pathological’,” by Diego Enrique Londoño and Professor Tom Dening. The abstract reads,

This article addresses some important questions in psychiatric semiology. The concept of a sign is crucial in psychiatry. How do signs emerge, and what gives them validity and legitimacy? What are the boundaries of ‘normal’ and ‘pathological’ behaviour and mental experiences? To address these issues, we analyse the characteristics and rules that govern semiological signs and clinical elements. We examine ‘normality’ from the perspective of Georges Canguilehm and compare the differences of ‘normal’ in physiology and psychiatry. We then examine the history and the philosophical, linguistic and medical-psychiatric origins of semiology during the eighteenth and nineteenth centuries (the Age of Revolution). The field of rhetoric and oratory has emphasized the importance of passions, emotions and language as applied to signs of madness. Another perspective on semiology, provided by Michel Foucault, lays stress on the concept of ‘instinct’ and the axis of voluntary-involuntary behaviour. Finally, we analyse how statistics and eugenics have played an important role in our current conceptualization of the norm and therefore the scientific discourse behind the established clinical signs.
